Important note: Before this lesson, the teacher should have already pre-teach the modals and semi-modals to the students. (page 99 and page 103 of Unit 8 from the English Close-Up Form 3 textbook)
Objectives: Students will be able to
a) Circle the modals and semi-modals and write the type of modals and semi-modals in the handout given.
b) Produce 8 sentences that use modal and semi-modal verbs.
c) Underline the modal and semi-modals that have been used in the sentences
Materials: Handout, reflection handout, mahjong paper, marker pen, dictionary

Pre-lesson:
1. Teacher distributes handouts to the students and instructs them to do the task.
2. Teacher checks the answers together with the students.
Lesson development:
1. Teacher divides the students into groups and instruct every group to vote for their own leader (prime minister). The leader then selects the 'ministers' for education, health, family, and, safety.
2. Teacher distributes markers and mahjong papers to every group.
3. Teacher instructs students to create their own country and create 2 laws based on each 'ministry':
a) Education
b) Health
c) Family
d) Safety
Remind the students to use modal verbs to create their sentences on the mahjong paper.
4. After they are done, instruct students to paste their work anywhere in the classroom.
5. Instruct the 'prime minister' of every country to lead their delegate of 'ministers' to 'visit' (by rotation) and read the other countries' laws (have them stay at one spot for 1 minute), have them underline the modal verbs and see what they find interesting regarding the laws. (Write this instruction on the board for reinforcement)
6. After the rotation is done, ask every group to go back to their original seat.
Post-lesson:
1. Teacher distributes a reflection handout with the following questions. (During this time, check the modal verbs that have been underlined and see whether they're correct. If there is one that is incorrect, tell the group why it is incorrect.)
2. Teacher collects the reflection handout before the class ends.
